MARPOL doesn't affect combatants in the same way it affects auxiliaries or merchant ships. It has an effect, but not much of one. One of the other reasons for increased size is the electronics fit....

Why on earth wouldn't impact this on OPVs? They have crew just like every other ship, they are just as likely to suffer from inflation in the size of habitable spaces as anything else that floats.
